Abstract

The article presents an investigation of the debate on digital television in Chile. It incorporates a participatory theory of the public policies (Subirats, Knoepfel, Larrue & Varone, 2008), with the guidelines established by international organizations in the field of the right to communication and culture, as well as with the point of view of civil society. This is done by monitoring the work of the Bureau of Citizenship and Digital TV, and a case study of the situation of community television in the country. The main results are related to the continuity (also in the field of communication) of a conception of public policies - by the Chilean political actors - which excludes the public interest perspective in its development, and does not consider civil society as part of the creation of the policy, but only as a passive recipient.
