Abstract

Main purpose of this article is to carry out a theoretical-conceptual approach to focusing of public expense in health in Colombia and which then allow stating a research question in the field of health economics. Pursuant to Law 100, 1993, Colombian government made a health system reform based on values such as efficiency, equity, total coverage, and health service quality for the whole population. After clarifying the spirit and legal aspects of such a reform, a conceptual review is made around focus and effects on real income from subsidies to demand, through transferences. It should be noted that from reviewed background, objectives of social public expense in health have not been satisfactorily reached yet.
