Abstract

This article has as main objective the realization of a brief analysis of the influence of public policies linked to the application of the legal instrument of city statute and propertyand Urban Territory Progressive Tax in Time. The Brazilian constitution, framed in democratic participation, dedicates a chapter to urban policy which end is regulating urban development. This article is relevant to chapter III (articles 39, 40 and 41) which addresses the interrelation steering plan of Urban government policy in the social foundation, property, propertyand territorial urban progressive in time taxes, as well as social movements that demand universal policies that look for a governability guaranty.
