Abstract

The amendment of the Chilean Constitution, which establishes the election of regional governors by popular and direct votes, does not per se imply any modification to the position of regional governments within the administrative structure of the State. As opposed to the administrative doctrine, in this paper, these regional governments are characterized as territorially decentralized public services. Within this context, the author concludes that the effective exercise of regulatory power and the transfer of powers process from the central to the regional level shall eventually transform regional governments into administratively decentralized bodies that will not report hierarchically to the President of the country.
