There is a social phenomenon in Colombia that can be denominated juridical symbolism, under which legislative populism acquires its maximum expression by producing norms that do not have juridical efficacy or by producing norms that harm fundamental rights. This eagerness to enact laws makes evident the need to implement a legislative technique that materializes principles of rationality, logic and argumentation, by virtue of which the legislator has to structure the bills based on the relationship that arises between politics and law, where the legal rule will be the result of a technical, consensual and participatory exercise.
