The aim of this article is to analyze some aspects of the territorial ordaining plans in Colombia as current instruments in the construction of "a desired order," and the possibilities to achieve an occupancy model that would lead the territory to a sustainable development. It analyzes the results of the process carried out so far and identifies some factors to consider in order to improve the dynamics that are established at local and regional levels.
