Abstract The dichotomy between public and circulation spaces was for decades widespread in the field of urban studies. Recently, academic and political debates about the concept of mobility have challenged this view. There has been a growing dialogue between the management of journeys and the strengthening of public spaces, based on morphological, political and social aspects. The comparative analysis of mobility policies in the cities of Bogota and Rio de Janeiro since the 1990s shows a significant increase in the importance of public spaces, but also reveals local differences regarding the role they play in transportation planning and urban growth, in the recognition of new forms of mobility and in the regulation of citizen connivance.
