Abstract

This paper analyzes difficulties and limitations in the process of regional integration in the Andean region since the founding of the Andean Pact of 1969 to the present crisis, forty years later, caused by the decision of the government of President Chávez to withdraw from the Andean community of Nations. Political will as an explanatory variable is examined. An alternative analysis, centered on pluralistic view of policy formation in which internal interest groups affect policy outcomes is offered to explain theformation of the political will argument.
