Abstract

In this article there will be a reflection on the proposals provided by the hdR/ UNDP/UNO of 2004 -to leaders, political leaderships, technicians and civil society leaders- to promote a human development that is capable of fighting exclusions based on ethnic, racial, religious, cultural and gender reasons. The document that was analyzed give rise to several challenges imposed to the change processes that were triggered in the threshold of the XXI century. It will be verified how the development proposals of a multicultural democracy are built, as a strengthening factor of this human development way proposed by the United Nations. It is observed that there is, within the HdRs, the development of a new model of social engineering that presupposes the coresponsabilization of a multiplicity of agents that should do their utmost in the construction of a bigger web of opportunities to several social segments.
