Abstract At first, the article describes the program theory of Eurosocial, a European project of cooperation with Latin America. Subsequently it analyses its validity in view of how the Latin American countries consider it and relate to it. The design of the project is proving to be sufficiently sound, even if the "bi-regional dialogue on public policies" is not a priority for the recipients. The solidity of the design shows that the quality of results will depend primarily on the management. It will be necessary to improve the participation of European experiences, mostly involved in studies and visits to Europe, activities which, as known, hardly produce changes. The added value of Eurosocial consists in the European presence itself. There are, in fact, several similar initiatives of cooperation with Latin America, but none of these involve Europe as much as Eurosocial does.
