Abstract This article analyzes the sub-regional integration process and the cross-border cooperation among Latin American countries, from the perspective of a "bottom-up integration" led by local territories. The underlying hypothesis is the regional consultation development promoted by national governments can be boosted by the territorial and cross-border cooperation fostered by local actors. The foundation of URSA (Initiative for Integration of Regional Infrastructure in South America) and the willingness of creating a political co-ordination body like UNASUR, are milestones in this design. In this framework, the article focuses the main dimensions of the process: multi-level territorial governance; local actors' capacity to foster sub-regional integration; territorial cooperation operating modes in Latin America. A special attention is paid to the role of international actors, particularly the European ones.
