The first articulated shocks the world market, the second is a problem of dislocation of the local regional front, and finally, the problem of the level of development, which evokes a nineteenth century mining tradition in ecological plunder encrypted , rent capture extreme and political subjugation scheme legitimized by clientelism and short-term chance.
