This work tries to make a theoretical - conceptual approach to the non-state actors to the process and their practice to the process of international insertion, analyzing the case of the diplomacy unfolded by the Colombian citizens before the Congress of the United States in order to stop in this political institution the signing of the Free Trade Agreement with Colombia. In this case, the civil diplomacy is alternative and confrontational since it questions the legitimacy of the Colombian state, with the purpose of impacting on a political decision that affects it directly.
