Abstract

The primacy of individualism and selfishness, as guiding values of capitalist dynamics, coupled with a factor as widespread violence has been producing sensitive ruptures into the fabric of society, restricting improving levels of capital and effective management needs collective citizenship. Based on the idea that this phenomenon may actually arise differentially in the departmental territory is proposed as an objective of this article determine current levels of trust, civic engagement and political participation in the department of Cundinamarca, and the relationship of strengthening capital with the processes of social change led by citizens. To do an exploratory investigative process forward, with an explanatory sequential design developed in two stages; the first one with a quantitative measurement component; and the second, with a qualitative component and validation of results. In this regard, it was observed that are still low levels of capital in the department and on the contrary are much stronger barriers to their empowerment.
