Abstract

The research project "Uses and realities of ICT by students, teachers, and principals of public educational institutions of the Sincelejo municipality, in the Department of Sucre" emerged as a result of taking into account the public policy of incorporation of Information and Communication Technologies into educational institutions in Colombia. For its development, it was necessary to characterize the technological infrastructure of the institutions, describe how the academic community uses ICT, evaluate their knowledge about ICT, and inquire about the ICT policies implemented by managers into the curriculum. A mixed approach was used, from an interpretative paradigm, with three categories of analysis: knowledge and uses, technology infrastructure and technology management. The population was composed by tenth- and eleventh-graders from public schools of the municipality. Data were collected from the application of a questionnaire to teachers and students, and from interviews with principals, after a random sampling. It can be inferred that the cause-effect vector about ICT, its appropriation and uses does not depend only on the existence of available equipment, upgraded rooms, or training sessions for teachers. The problem is connected with organizational culture: new learning environments challenge to those who operate them. At the same time, they demand new structures and tools to respond to new curricular goals and philosophies.
