The purpose of this study is to understand managers of the Unique Health System (SUS) about the Cervical and Breast Cancer Control Program with respect to their policies and operations in order to assess their conceptions about the aforementioned program. It is a qualitative study of open interview with six managers of the Unique Health System, of which one is a state manager, one is a municipal manager and four are local coordinators. The results showed that neither the municipal manager nor the unit coordinators follow the program guidelines. Provision of the material for the test is regulated, laboratory control is not very known and the coordinators do not know the information systems. With this in mind, it is evident the need of promoting training of professionals for the execution of this program and making emphasis on the importance of integration among workers at state, municipal and local level.
