This article considers the operating possibilities of the Atlantic Triangle, taking into account the character and the dimension of the historical dependencies developed during the last century, in the economic field as well as in regional security. The ascent of United States to the status of world power, and its subsequent conversion in the only existent superpower, have accentuated the asymmetry among the three regions of the Triangle, in spite of the European Union’s notable economic progress. Due to the enormous importance of transatlantic relationships, during the eighties and nineties the European Union tried to develop their own space with regards to Latin America, although with consideration to the geopolitical sensibilities of . Nevertheless, Latin American countries have been very aware of their limitations within the international system, mainly in relation to their alliances with other countries of the Third World which could challenge American conceptions, given their financial dependence, as much at the bilateral level with United States as in the multilateral level. At this point, it is clearly difficult to achieve support in the international financial institutions if the is opposed to it.
