This work describes and analyzes the educational reforms in Colombia in the primary and secondary education since 1994 to 2006, taking into account the actors' engagement, and the re-definition of the education as public service. In a context of direct or indirect privatization of the public education it interests to analyze how the meaning of the public education are built; its construction like a public service and, especially, the statute of "users", citizens, publics, consumers or clients. The analysis units are the Colombian educational system and its schools. The observation units are the Education Secretaries and a small sample of schools in Bogotá -the capital city-, in Barranquilla, Soledad and some small villages and rural areas in El Atlántico a Colombian Caribbean region-, Boyacá and Cundinamarca districts (central Andean region), on which the fieldwork was carried out since 2003 to 2005.
