Abstract

This article proposes a reflection aimed at challenging a widespread assumption among social partners and governments around communicants apparent consensus: the constitutional change is a factor of democratization. The text begins by recalling the main aspects of the debate about constitutional change, especially its association with the issue of democracy and the new foundation. It then analyzes the relationship between mechanisms of constitutional change and democratic processes of political change. Finally explores the question of the relationship between constitutional change and democracy to examine the issue of representation and participation in the constituent assemblies of Colombia (1991), Venezuela (1999), Ecuador (1998 and 2007-2008) and Bolivia (2006 -2008).
