Abstract

The Colombian state has become a strategic ratifying international agreements on human rights. This attitude is defined by a combination of legal attachment to persistent breaches of this regulation. This behavior has been sustainable in the long term through the implementation of international diplomatic strategy for containing the pressure of international actors in favor of greater involvement of the Colombian state human rights. This strategy, in turn, consists of the following: the denial of the existence of systematic violations, the indictment of third actors for violations (with the clear objective to divert attention from the responsibility of the state itself), construction international partnerships with countries whose record on human rights violation is equally or more serious than that of Colombia and the delegitimization and the attack on NGOs and international organizations denounce the worrying situation in the country. This article provides evidence of this behavior during the two administrations of Alvaro Uribe.
