Abstract

VARGAS REINA, Jenniffer. INSTITUTIONAL DESIGNS THAT PROMOTE PARTICIPATION BUT RESTRICT THE POLITICAL IMPACT OF ORGANIZATIONS OF DISPLACED POPULATION. anal.polit. [online]. 2012, vol.25, n.76, pp.41-57. ISSN 0121-4705.

In this paper we analyse institutional designs that restrict the political impact of organizations of displaced population in the local participation scenarios created by the state. We describe the normative and jurisprudential framework through which participation of displaced population (DP) in planning and decision spaces is promoted and regulated. However, it is shown that, in these decentralized scenarios, local administrations do not have decision-making capacity on key aspects of the implementation of DP assistance policies, which makes it very difficult to give concrete responses to the structural demands of these populations. This would explain the weakening of DP leaders who fail to make their heartfelt demands and proposals heard, forcing them to seek different action strategies in order to achieve their goals.
