Abstract

Based on the notion of "pacification" as a means to compare the dynamics in Colombia and Brazil, I observe some mechanisms of the State as a producer of dangers that encourage informality and illegality. I compare, specifically, the "pacification of Urabá" in Colombia, and the "pacification" by the Pacifying Police Units (UPPs) in Rio de Janeiro. Some of the mechanisms referred in this article, which envisions a research agenda for future developments, are: the exceptionalness as a mechanism that allows the activation of the value of security and its encompassed, insecurity; the territory/population non-differentiation related to certain notions of territory and sovereignty, and the privatization of the providing aspect of the State through practices of militarization.
