Abstract

BONILLA MONTENEGRO, Julián Darío. HYDROC ARBON EXTRACTION POLICY IN COLOMBIA AND ECUADOR: CRITICISM FROM POSTDEVELOPMENT ANALYSIS. anal.polit. [online]. 2015, vol.28, n.83, pp.32-43. ISSN 0121-4705.  https://doi.org/10.15446/anpol.v28n83.51643.

The Andes-Amazon region contains the highest concentration of hydrocarbon reserves, which have been exploited by governments belonging to different ideological schools regarding both political and economic aspects. However, one of the shortcomings that occurs around traditional orthodoxy for the design of economic policies is that of building parameters that measure economic growth as an essential variable for economic development; even not considering factors of environmental protection or respect for indigenous communities in the regions. In the case of Colombia and Ecuador, the process has been built on the need to generate mining processes in protected environmental reserves. This can be criticized from post-development studies taking into account a comparative methodological parameter; also by using relevant information from virtual networks that respond to this process; and finally, by emphasizing the particular characteristics that occur in each of these countries, due to the necessity of considering economic exploitation to be the only alternative for growth and economic development.

Keywords : Post-development; hydrocarbons; Colombia; Ecuador; environment.
