In many regions of the world, cultural differences and political tensions with the state have led ethnic minorities to mobilize for the secession of their territories. However, in the archipelago of San Andrés y Providencia these circumstances have not led the native raizal people to form a separatist movement. I argue that the relationship between the state and the raizal people has created an identity conflict in the latter, hindering the consolidation of radical opposition to Colombian sovereignty. Furthermore, the absence of self-governing institutions as well as the dependence for economic sustenance prevents separatism from being a strong cause for collective action.
