This article represents an effort to approach the interpretation of meaning they acquire the decisions and actions of the World Bank Group's international development cooperation, based on the thesis consists in recognizing that the transformation of strategies and conceptions of development outlined by this international organization guidance has also implied that take financial assistance aimed at developing nations; additionally, it is recognized that the function epistemic/cognitive Bank which exerts higher incidence in the dialectical development/underdevelopment to the extent that creates a common language between national officials in order to configure harmonization, standardization and homogenization of public policies. It's about then splice the history of ideas of an interstate organization like the Bank guidance assuming decisions concerning Official Development Assistance, recognizing that these loans are subordinated to its other policy priorities and strategies.
