Abstract

The technical and administrative weaknesses inherent in territorial entities constitute a barrier to regional implementation of public policies in Colombia. Regions furthest from the country’s Andean center have had the additional burden of administering investments and operating resources in the context of generalized violence. Thus, in order to develop positive post-accord territorial scenarios it is necessary to analyze public management problems within the framework of weak institutional capacity at the local level. This project was undertaken on a qualitative and descriptive basis, postulating concepts and understandings related to issues confronting territorial peace management.
