Abstract

This article analyzes problems associated with the Land Fund contemplated by the Colon Theater accord entered into by the Colombian State and the Revolutionary Armed Forces of Colombia (FARC). The Land Fund is fundamental to the Integral Rural Reform (RRI) proposed by the accord in conjunction with its “access without redistribution policy” which has as one of its central tenets recovery [of land] from criminals in order to provide it to peasant. This article posits that such a policy has a double effect: on the one hand it increases the likelihood that land access policies will successfully navigate the various political and legislative filters involved but that on the other, it will increase the likelihood that such policies will be severely distorted during approval and implementation processes leading to results different than those verbally expressed by their architects.
