Abstract

The article discusses the coherence between public policies formulated and actions effectively developed to combat armed groups which emerged after demobilization of paramilitary groups by the Uribe and Santos governments. In order to accomplish the foregoing, first, security policies of the respective governments as well as the different conceptions concerning the nature of post-demobilization groups are reviewed and then, actions taken by each of the governments are analyzed on the basis of media reports memorializing information concerning related State action.
