Abstract

The present article analyzes the intensity of paradiplomacy executed by the local government and the organized civil society of the Archipelago of San Andrés, Providencia and Santa Catalina within the framework of the Colombian foreign policy towards the Caribbean during the period 2012-2018. This research is based on a descriptive analysis, and the case study is taken as the method. It uses a quantitative methodology since both numerical measurement and statistical and institutional analysis are used. These two aim to demonstrate that, although none of the studied organizations conceived their paradiplomatic activity strategically, a significant number of actions, scenarios and international action topics were identified; in the local government’s case, they registered a low level of paradiplomacy, while in the organized civil society’s case to a greater degree.
