Abstract

MORALES QUIROGA, Mauricio. SOCIAL EXPLOSION IN CHILE 2019: PARTICIPATION, REPRESENTATION, INSTITUTIONAL TRUST AND PUBLIC SCANDALS. anal.polit. [online]. 2020, vol.33, n.98, pp.3-25. ISSN 0121-4705.  https://doi.org/10.15446/anpol.v33n98.89407.

Chilean democracy lives in a contradiction. While economic and political stability indicators stand out internationally, electoral participation and political representation experience an obvious deficit. Although the social outbreak of October 18, 2019 took the political class by surprise, there were antecedents to anticipate - although without exact precision - a social explosion of this magnitude. In this article I suggest four “crises” that explain the country’s social upheaval. First, a crisis of electoral participation that was exacerbated by the establishment of the voluntary vote in 2012. Second, a crisis of representation reflected in the lower attachment to parties and in the loss of confidence in key institutions of democracy (government, courts, congress). Third, a crisis of confidence in public order and social order institutions (Police and Church). Fourth, a crisis of public and private probity reflected in the increase in cases of irregular financing of political campaigns and business collusions.

Keywords : Chile; social outbreak; representation; electoral turnout; scandals.
