In 2018, Colombia adopted the Opposition Statute, which was implemented for the first time at the local level during the 2019 elections; nevertheless, only a minority of municipalities had any political party availing itself of this statute to claim opposition to municipal government. The paper explores data from the country’s 1,092 municipalities to determine the reasons for the existence or absence of opposition parties; then, it proceeds to test three hypotheses. The first one seeks to establish a relationship with the political competition level in the election of the Executive in the municipality. The second looks for a relationship with characteristics of the municipality, such as electorate size. Finally, after abandoning both hypotheses, the study concludes that declaring opposition depends on which parties are opposed at the local level and whether they imitate national-level positions.
