This work analyzes the program of citizenship skills education proposed by the Ministerio de Educación Nacional (MEN), with the purpose of discovering whether its normative grounds are based on an emancipatory interest that prepares young people to inquire critically about the challenges of neoliberalism. For that purpose, different documents published by the MEN and the Instituto Colombiano para la Evaluación de la Calidad de la Educación (ICFES) between 2002 and 2021 will be analyzed. The analytical framework will be Wendy Brown’s critique of neoliberalism and the concept of emancipatory curriculum by Shirley Grundy. Following a critical reconstructive perspective, the paper states that this educational program does not have the strength to achieve the social transformation that it promises, because it treats citizenship and democracy as abstract issues of concern only to individuals, and it does not discuss the hegemonic power structures that limit proactive citizenship.
