This article explores how cultural values shape collective action in Colombia through a citizen segmentation grounded in Hofstede’s theory. Using World Values Survey data and cluster analysis, three citizen profiles are identified: institutional, critical collectivist, and indulgent disconnected. Findings reveal that dimensions such as indulgence, collectivism, and power distance account for divergent patterns of participation, morality, and trust. The study argues that Colombian political culture is not homogeneous, but fragmented into conflicting axiological dispositions that define multiple forms of citizenship. It offers empirical evidence of the superior explanatory power of cultural values over classical structural variables.
