Si el problema de la elección social es planteado como un proceso de decisión interdependiente, admitiendo además la comparación interpersonal de las expectativas y estados del mundo de los ciudadanos, y asumiendo que la interacción social implica conflictos negociables y no negociables, es posible prever situaciones de consenso y convivencia social que serian inadmisibles en la rigidez axiomática y lógica del teorema de la imposibilidad de Arrow.
