The article begins with the requirements that must have a pension regime of universal characteristics and financially sustained, and then it e exposes some of the consequences of the competi tion between the ISS and the AFPs, introduced by the Resolution 100/93 in the Colombian system. Nevertheless, the emphasis is on the elements of iniquity propitiated by the exc1uded and specia1 regimes prevai1ing in the pub1ic sector and with a coverage of one million persons, that exp1ain the true fiscal crisis of the system, and they prove the w i de exclusion of more than 13 million of the Colombian population economically active PEA who are not affiliated to any system al all. This reveals the excesses like the ones of the members of the Congress and members of the high courts and also the very high dependen ce of public resources in the name of acquired ri thts.
