Colombia’s 1991 political constitution and foregoing legislative developments led to decentralisation policy being more deeply thought out. The responsibility for investment in sectors such as education, health and drinking water and basic sanitation was returned to local municipalities. Bogotá presented the best Colombian indicators; however, this city has housing presenting indicators far removed from that averaged by the locality, the city and the country. A census was thus carried out in the Bella Flor barrio in the Ciudad Bolívar locality in Bogotá, giving results which were compared to a census carried out in 2000 and with results from the DANE survey.
