This article introduces a political competition model between two political parties that, besides not representing the wishes and needs of the electoral district in a no priority based economy, mobilize their electoral mass through vote purchasing. A 354 Cuadernos de Economía, 31(56), enero-junio de 2012 relation between the preference conduct of the government´s party and the topology of the exchange network in which it is attached with the voters through the political operators that do not belong to the political organization, is established. The main result establishes that the party that has become the government party, through vote purchasing, will prefer to promote as the agenda creator in the political negotiation with other actors with veto of the municipal political system, those political agendas with which resources are redistributed, in such way that the wo (worse off persons) individuals as well as the BO (better off persons) individuals are impoverished, with whom the exchange web is associated. The latter will allow the promotion of price reductions in the purchase prices that are balanced in the vote markets that take place in the following electoral contest, given its objective for co-opting the public office through vote purchasing.
