The neoliberal hegemony of late last century has overshadowed Latin America's original theoretical approaches such as structuralism and dependency theory. Both neoliberal and "post-dependecy" approaches have postulated that national differences tend to disappear with globalization. This article argues another hypothesis: That instead of a "convergence" between Center and Periphery, a growing bifurcation of the Periphery is taking place. To test this hypothesis, we compare the performance of two regions: East Asia and Latin America.
