Impact evaluation is an important moment in the development project cycle. A methodology is proposed aimed at evaluating, based on a comprehensive and systemic approach, how the impact of local economic development projects is perceived in the dimensions of territorial development. Evaluation criteria contex-tualised to the requirements of project management are used and the analysis of the agreement of the actors involved is included considering challenges and strategic objectives from a territorial perspective. The methodological conception contributes to substantiate action plans to improve problems identified in the evaluation.
