Abstract

Market regulation arises because of the absence of effective competition in a sector, where the players tend to assume monopolistic behaviors. Regulators must identify the market failures in order to correct them. As normative dispersion of different services rules the Colombian telecommunications sector, it's important that regulator approaches to market analysis through predictable and similar criteria which recognize the dynamism of the markets to guarantee legal and regulatory objectives of promotion of the competition and protection to the consumers .We wonder if it is true in Colombia we already are experiencing such a high competitive telecommunications market which does not needs ex-ante regulation. The author makes a brief analysis of the perspectives and realities in some of the segments of market and finally the author closes the writing with some important conclusions about the subject.
