One of the most important challenges in order to achieve the goals of an energy policy is to have effective coordination strategies. Four National Energy Plans have been proposed in the last fifteen years with very similar sector objectives and minor differences in transversal and instrumental treatment. Even though the objectives laid are still valid the proposed goals have not been totally achieved thus indicating that the most urgent task is an strategy update. It is valid then to ask how adequate are the strategies used today. In the context of the economics decentralized management an essential task of the planning function is to achieve effective coordination among multiple agents (and principals) and objectives besides providing reliable and timely information for improved decision making and defining effective correction strategies for partial and incomplete market solutions as necessary.
