The shaping and consolidation of digital municipalities require methodological constructs able to take into account the singularities of territories and their inhabitants. Many Colombian municipalities don't have an understanding of their capability to assimilate Information and telecommunication Technologies - ICT. Our work consists in constructing a methodology to estimate the e-readiness of Colombian municipalities concerning both technical and social issues. We present the methodology and its application in two different socio-cultural realities: Castilla la Nueva (Meta) and Guaduas (Cundinamarca).
