Abstract

DE VIVERO, Felipe. The Regulation of the Bidding Process for Consultants: Cause of Lack of Reliance in the Legal System?. rev.ing. [online]. 2008, n.27, pp.105-112. ISSN 0121-4993.

The recent modifications introduced by the law 1150/07 and by the decret 066/08 in the bidding process for State consultants are producing a lack of reliance in the legal system. The bidding process for consultants in this new regulation allows the public employee to apply rules that might protect personal interests instead of the public interest, going against the clearness and efficiency that was the scope of the modification.

Keywords : Accountability in State contracts; Consultant's Liability; Lack of reliance in legal system; Modifications in bidding process; Selection of the consultant.
