This article examines the significance and implications of exporting foreign-exchange in suitcases from the perspective of arbitration. The economic significance of arbitration is discussed first, showing that exporting foreignexchange in suitcases is a form of arbitration. Physically moving foreign-exchange makes economic sense because differentials between street dollar-price and the market’s representative exchange-rate are very high. This approach questions other articles incorrectly identifying exporting foreign-exchange in suitcases with dollar-laundering.
