Abstract

This article combines some preliminary ideas regarding a systemic view of innovation involving systemic competitiveness, exploring the interrelationships between socioeconomic levels and the national system of innovation. It proposes discussing that development which must happen related to other types of pre-competitive technological ability more centred on human development, creativity and the role of technological learning. Such activities lead to better long-term options for competitive work in the area of innovation for developing countries.
