Abstract

This project's main objective was to evaluate current problems arising from coordinating the Colombian science, technology and innovation system (Sistema Nacional de Ciencia, Tecnología e Innovación colombiano - SNCTI) and propose new policies and strategies leading to improving its results. The methodology was based on reviewing secondary information sources, obtaining primary data by using a sampling and form-filling survey and open interviews with key actors in the system. The study's results revealed a low level of interaction within SNCTI and that (in the actors' opinion) fundamental action for coordinating the system had to do with the agreed-upon formulation of a high-impact science, technology and innovation policy, increasing its resources and greater stimulation for improving interaction between the actors. The main recommendation lay in suggesting that SNCTI's functioning should be rethought so as to deal with it as an open social organisation, in accordance with the concepts implicit in a systemic approach's theoretical and pragmatic development. This work should be complemented by training human capital and the suitable assignment of economic resources.
