Abstract

Current dynamics fostered by globalization introduce an increasing number of actors into the international arena, particularly into sub-national or territorial governments. This phenomenon carries with it new challenges, threats and opportunities for these governments to incorporate internationalization modalities such as participation in networks, decentralized cooperation and territorial marketing among others. The aim of this paper is to characterize the internationalization processes that are being developed by a number of territorial governments, in order to obtain knowledge that could potentially be applied to other contexts. A predominantly qualitative methodology is used to analyze three territorial internationalization experiences, resorting to both primary and secondary sources of information such as interview, direct observation and document review. We therefore conclude that: a) territorial internationalization is a recent process in which the national arena continues to play an important part; b) such processes have been accepted more readily in capital cities or departments with greater institutional capacity, but in general their development in the country as a whole has been incipient; c) the most broadly developed modality is international cooperation, followed by territorial marketing, and the least widely used is insertion in networks; d) some modalities require greater levels of complexity and territorial development than others, and e) there are a number of obstacles and learnings that can be taken into account when it comes to the public management of future internationalization processes.
