This study aims to answer several research questions regarding the development of Web 2.0 tools in public administration: What are the main strategies designed to promote social networks? What is the level of development in the process to deploy social networks? What is the role of institutions in the dynamics of technological diffusion associated to social networks in the public sector? Authors analyze the diffusion of social networks in the administration of autonomous communities in spain from an institutional perspective, emphasizing the role of institutions at the organizational level and trying to explain the dynamics of technological diffusion in organizations. This paper is intended to do so by studying several dimensions on the diffusion of social networks in the administrations under analysis, and other particular features such as: the years of experience in the use of social networks; the human teams that manage them; the existence or not of social networks and user guides to normalize the criteria for their right use; the existence or not of some type of policy and/or formal strategy; and the specific social networks used by the administrations. Methodologically, the information was collected through a questionnaire sent to the people responsible for managing social networks for the spanish regional administrations. Conclusions show that a generalized strategic design of social technologies is still absent, or that there are variations of importance in the deployment of these technologies. To some extent, results suggest the existence of institutional factors that explain the different utilization patterns for the studied organizations. In short, this article offers an in-depth analysis, although exploratory, about the process of diffusion of social networks in public administrations.
