Abstract

This paper studies institutionality in Chilean public education, both in the local education field and the demands for changes derived from this, by contrasting the institutional regulatory framework followed by the heads of department in municipal education with the actual duties they perform. This is an exploratory qualitative study based on semi-structured interviews to head of department individuals in local institutions of education. Results allow to understand proposed and executed tasks with their regulatory and institutional foundations, as well as the critical routes that need to be improved. From this, a series of rearrangement proposals of education at a subnational level are proposed, corresponding to the key objective of modernization in Chilean State management.
