Public policy analysis is based in diverse epistemological and theoretical perspectives for build analysis models. After a brief presentation of the main epistemological and theoretical frameworks used, as well as the diverse analysis models, we conclude that it is necessary to introduce the analysis of the rhetoric -the art of to convince or to persuade- inscribed in the public policies. This, with the purpose of keeping in mind the impact of the communication strategies used for justification and legitimation of public policies.
